In Spain, two laws regulate biobanks: the Biomedical Research Law and the Biobanks Regulation (Royal Decree 1716/2011) These laws establish the requirements for the authorisation and operation of biobanks for biomedical research purposes and for the processing of sample biologics of human origin. The Spanish law on biomedical research establishes relevant rules for the correct use of biological samples and for the use, treatment and conservation of genetic data, for which it establishes additional requirements to those provided by the GDPR. The use of biological samples assumes consent expressed for a specific investigation, and a new expression of consent is required for the use of biological samples for other research not related to the initial purpose for which consent was granted. In Spain, the processing of health, genetic and biometric data is lawful for scientific research purposes with the prior consent of the data subject. However, the legislation supports research by allowing broad consensus that facilitates related future research; and for the reuse of personal data for other health and biomedical research purposes by specifying that reuse can occur when the data is used for purposes or areas of research related to the area in which the initial study was permitted. Some guarantees in support of the legitimacy of the processing of pseudonymised data for health and biomedical research are required by the national law, including that the use of pseudonymised personal data for public health and biomedical research purposes is previously submitted to the research ethics committee set up by sector legislation.

Effective judicial protection in consumer protection in the ECJ's case law
(Social Science Research Network, 2014-09-01) Sarrión Esteve, Joaquín
The aim of my paper is to examine the effective control that ECJ exercises on national law applying the right for citizens to benefit from effective judicial protection, particularly in the matter of consumer protection. As we know, when there is not a regulation in EU law, Member States possess a procedural autonomy. However, this called procedural autonomy must respect and guarantee the exercise of UE fundamental rights. ECJ developed a relevant jurisprudence in this matter that is very interesting. In this sense, I study the cases Unibet (C-432/05), Pannon GSM (243-08), Penzugyi (C-137/08), Domínguez (C-282/10), Banco Español de Crédito (C-618/10), and Aziz (415/11). And finally I highline the recent case Sánchez Morcillo (C-169/14). Thanks to this study we will be able to understand better actual perspectives of procedural autonomy and the right for citizens to benefit from effective judicial protection in the matter of consumer protection as a limit to this EU law principle.

El impacto de género de las políticas de austeridad
(Comares, 2015) Benlloch Domènech, Cristina; Sarrión Esteve, Joaquín; https://orcid.org/0000-0001-7802-4705
Our aim is to understand the impact of austerity measures on women (the gender impact) in the so-called PIIGS (Portugal, Ireland, Italy, Greece and Spain) European Union's countries. The economic crisis has been particularly very intense in these countries, and their governments, as a response, adopted and implemented a series of austerity measures in order to control the public deficit. Our goal is not to analyze to what extent some statistics show if the economic crisis has exacerbated the inequality between men and women; but whether if the austerity policies implemented have exacerbated this inequality.
