dc.description.abstractLa publicación a finales de 2019 de la Directiva europea relativa a la protección de las personas que informen sobre infracciones del Derecho de la Unión, va a suponer un impulso a la regulación y puesta en marcha de canales de alerta que afectan a una disparidad de ámbitos y que tienen un especial interés respecto a la lucha contra la corrupción. En este contexto, el análisis de sistemas que disponen de experiencia puede enriquecer el debate sobre su configuración en características como el tipo de denunciante para el que se prevén estos canales y la posibilidad de aceptar denuncias anónimas. Este artículo examina estos elementos a partir de la experiencia de los canales de alerta en Italia y los que se han puesto en marcha en Cataluña, Comunidad Valenciana e Islas Baleares. Las conclusiones llevan a proponer que se opte como alternativa viable por canales abiertos a la ciudadanía y a que se permitan las alertas anónimas.es
dc.description.abstractThe publication at the end of 2019 of the European Directive on the protection of persons who report breaches of Union Law, is going to be a boost to the regulation and implementation of warning channels which affect a disparity of areas, and that have a special interest regarding the fight against corruption. In this context, the analysis of systems that have experience can enrich the debate about their configuration in characteristics such as the type of whistleblower and the possibility of accepting anonymous alerts. This article examines these elements from the Italian experience and those that have been launched in Catalonia, the Valencian Community and the Balearic Islands. The conclusions lead to propose as a viable alternative that the channels should be open to the general public and to allow the anonymous alerts.en
