Resumen
El contexto geopolítico actual plantea un futuro de gran incertidumbre en lo que respecta a las relaciones internacionales y al proyecto de consolidación europeo. En este escenario donde las tendencias disgregadoras parecen estar propagándose con facilidad, el espacio marítimo adquiere un renovado valor estratégico, sin duda más complejo que a finales del 2013, cuando se aprobó la Estrategia de Seguridad Marítima Nacional (ESMN) y mediados del 2014 en el caso de la Estrategia de Seguridad Marítima de la UE (ESMUE). Existe un gran paralelismo entre estas estrategias, no sólo por el momento en el que vieron la luz, sino en los objetivos perseguidos y las líneas maestras trazadas para alcanzarlos. Estas líneas maestras se dirigen, en esencia, hacia la disolución de los límites tradicionalmente existentes entre seguridad externa e interna, la consolidación del enfoque integral y una mayor eficiencia de las estructuras y capacidades disponibles en el ámbito marítimo. Pese a tratarse en el fondo de estrategias conservadoras, el sobredimensionamiento de las administraciones marítimas, el reparto competencial, la distribución de los recursos o la resistencia al cambio, se presentan como importantes escollos para la consecución de sus objetivos. La solución, nada fácil con una sociedad que en general no tiene interiorizada la importancia de la Seguridad y la Defensa, pasa por poder materializar un cambio de modelo y acometer procesos de transformación en el entramado organizativo marítimo, en definitiva, por asumir un mayor nivel de ambición.
The current geopolitical context faces a future of great uncertainty when it comes to international relations and to the project of European consolidation. In this scenario with disruptive trends spreading easily, the maritime domain acquires renewed strategical value which is by far more complex than it was at the end of 2013, when the National and the European Union Maritime Security Estrategy were approved. There is great parallelism between these strategies, not only in terms of timing, but also in the desired objectives and lines to take to reach them. These guidelines are directed, mainly, to the dissolution of the traditionally existing boundaries between external and internal security, the consolidation of the integrated approach and greater efficiency of the structures and capabilities available in the maritime field. Despite being conservative strategies, the oversizing of maritime administrations, tasks allocation, the distribution of resources or the reluctance to change, are presented as major obstacles to the achievement of its objectives. The solutions which seems to be difficult in a society that in general does not attach great importance to security and defense, should be a change of model and to undertake remodelling processes in the maritime organizational framework, and finally to assume higher level of ambition.
