Resumen
En 2008, ante la creciente amenaza de la piratería en las costas de Somalia, varios actores internacionales decidieron involucrarse para preservar la seguridad marítima en la región y sus intereses económicos. La respuesta de estos actores incluyó medidas de dos tipos. Por un lado, aquellas cuyo ámbito de aplicación era el mar, y por otro, medidas de aplicación en tierra. Las primeras tenían como objetivo incidir directamente sobre la piratería, disuadiendo a los piratas y abortando sus ataques. Las segundas perseguían acabar con las causas estructurales de la piratería en Somalia, de forma que se lograse una solución duradera al problema. Desde que se empezaron a aplicar estas medidas se ha producido una reducción significativa en la incidencia de la piratería. A través de un estudio de caso, este trabajo lleva a cabo un análisis cualitativo y cuantitativo de la evolución de la piratería y de las medidas adoptadas, con el objetivo de determinar si la reducción de la piratería en Somalia se ha debido en mayor medida a las medidas de incidencia directa en el mar o a las medidas en tierra que buscaban acabar con sus causas estructurales.
In 2008, faced with the rising threat of piracy off the coast of Somalia, several international actors decided to get involved to preserve maritime security in the region and their economic interests. The response of these actors included two types of measures. On the one hand, those whose sphere of influence was at sea, and on the other hand, measures applied on land. The objective of the former was to affect piracy directly, dissuading pirates and repelling their attacks. The latter were aimed at the structural causes of piracy within Somalia, in order to attain a lasting solution to the problem. Since the implementation of these measures, piracy incidents have experimented a significant decline. Through a case study, this essay makes a qualitative and quantitative analysis of the evolution of piracy and of the measures implemented, with the aim of determining whether the reduction of piracy in Somalia is owed to a greater degree to the measures with a direct incidence at sea or to the measures on land aimed at its structural causes.
