Abstract
La división, organización y gestión del territorio sobre el que se asientan y desarrollan las actividades humanas son, a juicio del autor, un claro exponente de móviles trascendentales de atención por parte de las diversas administraciones públicas y de sus administrados. Convendría inicialmente poner de manifiesto que la aceptación del principio de interacción permanente y equilibrada entre la economía y la geografía constituye la justificación fundamental de la presente tesis doctoral, al tener ocasión de comprobar su autor que las divisiones territoriales realizadas hasta la fecha no respondían a un tratamiento metodológico basado en el doble principio de hipótesis exclusiva de equilibrio económico espacial y metodología rigurosamente objetiva. Pues bien, hoy creemos estar tratando un tema de enorme actualidad en los momentos cruciales en que el Parlament de Catalunya, ha aprobado (2006) un nuevo estatuto de autonomía y, en cualquier caso, se plantea una nueva organización territorial de esta comunidad autónoma, mientras que en el resto de España se consolida y perfecciona, con diversas propuestas, la estructuración autonómica del Estado. El cuerpo del proceso que se sigue en la investigación podemos considerarlo dividido en tres fases fundamentales, que se corresponden con los tres grandes modelos económicos aplicados. En primer lugar, el estructural, que nos permite el hallazgo de las variables macroeconómicas que se han de incorporar al segundo modelo, el de decisión multicriterio, que nos facilita, a su vez, la selección de las “cabeceras de comarca o de región” o, por decirlo de otra manera, de los “municipios relevantes” entre los cuales, y a través de la aplicación del tercer modelo, que es del tipo gravitatorio, podremos delimitar las fronteras comarcales o regionales que establecen una división geo-económica del territorio estudiado; con ello, se han alcanzado los objetivos fundamentales de la presente investigación. Con posterioridad, los mismos procedimientos nos conducirán extensivamente a la ampliación supra-territorial del proceso, obteniéndose las regiones como agrupación de las comarcas e, incluso, las naciones como conjunción de las regiones. También resulta de aplicación a los municipios y a las entidades locales menores. Se completa el trabajo con diversos cuadros, tablas, gráficos, planos y mapas resultantes de la aplicación al territorio catalán de la modelística diseñada para el logro de su objetiva estructuración territorial, algunos de ellos de indudable interés socioeconómico general, que deseamos confieran a la investigación un carácter mucho más ilustrativo y exacto. Todos estos trabajos y algunas otras investigaciones cuya descripción detallada se obvian aquí por razones de espacio, constituyen la base fundamental de la presente tesis doctoral. En su desarrollo, y a medida que se trata cada tema en concreto, se exponen y discuten las conclusiones que se van obteniendo, agrupándolas todas ellas, al final del trabajo, en un capítulo de conclusiones finales, que se complementa con la metodología empleada, las posibles proyecciones de este trabajo en el planteamiento de nuevas directrices de investigación, así como las pertinentes referencias bibliográficas y documentales.
The division, organization and management of the territory on which the human activities are based and develop are, in opinion of the author, a clear exponent of transcendental reasons for attention on the part of the various public administrations and of those administered. To begin with, it would be convenient to accept the principle that a permanent and balanced interaction between economy and geography constitutes the fundamental justification of the present doctoral thesis. The author could appreciate the necessity of applying this principle after having observed, that the territorial divisions carried out so far did not follow a methodological procedure based on the double principle of exclusive hypothesis of spatial economic equilibrium and rigorously objective methodology. Today we are convinced that we are treating a subject of great actuality and importance as the Parliament of Catalonia has recently (2006) approved a new statute of autonomy and a new territorial organization is likely to be implemented in this autonomous community. On the other hand, in the rest of Spain, the autonomous structuring of the state is being consolidated and perfected through different proposals. We can consider that the corpus of the process that is followed in this research is divided into three fundamental phases, which correspond to the three great economic models applied. Firstly, the structural one which enables us to find the macroeconomic variables that are to be incorporated into the second model, the multi-criterion one, which gives us, in turn, the selection of the “heads of the territory or region”, in other words, the “relevant municipalities”. Among these, the third model, which is the gravitational one, permits us to delimit the regional borders which establish a geo-economic division of the studied territory. Therewith the main objectives of the present study have been reached. Later, the same procedures will lead us, extensively, to a supra-territorial widening of the process, obtaining the regions as association of the regions and, even, nations as conjunction of the regions. It can also be applied to the municipalities and to minor local entities. Completes the work with diverse pictures, tables, graphic, flat and maps resultant of the application to the Catalan territory of the model designed for the attainment of his objective territorial structuring, some of them of undoubted general socieconomic interest, that wish confer to the investigation a character much more illustrated and exact. All these works and some other investigations her description detailed obviously here by reasons of space, constitute the fundamental base of the present thesis doctoral. in his development, and to measure that treats each subject in concrete, expose and argue the conclusions that go obtaining, them grouping all they, at the end of the work, in a chapter of final conclusions, that complement with the methodology employed, the possible projections of this work in the exposition (approach) of new guidelines of investigation, like this like the pertinent bibliographic references and documentary.
