Resumen
Los fondos europeos «NextGenerationEU» han llegado a España de distintas formas, con el fin de apoyar a la recuperación del país después de la pandemia de la Covid-19 y la transformación de la economía y la sociedad, bajo una perspectiva sostenible y digitalizadora. Uno de los tipos más remarcables ha sido mediante subvenciones a la rehabilitación de inmuebles y la construcción de viviendas en arrendamiento social. El Estado ha fijado las guías principales mediante el Real Decreto 853/2021, de 5 de octubre, y, manteniendo la capacidad de supervisión, ha derivado a las comunidades y ciudades autónomas la gestión directa de los
fondos europeos con la ciudadanía.
El presente trabajo analiza la adecuación de la distribución de los recursos entre las Administraciones, en función de indicadores estadísticos relevantes. Se ha constatado que la adjudicación ha sido adecuada, partiendo de una imagen estática de la situación de los hogares en el país, pero no se han tenido en cuenta las tendencias de la demanda futura, que son desiguales entre los territorios. El estudio también evalúa el éxito o no de las autonomías en agotar el presupuesto que tenían asignado. Se ha identificado la concesión de pagos anticipados de la subvención concedida a las personas beneficiarias como factor decisivo que ha estimulado
la demanda de los fondos. La investigación finaliza con un Anexo que incluye una relación detallada de convocatorias autonómicas.
The European funds «NextGenerationEU» have arrived in Spain in different ways, in order to support the country's recovery after the Covid-19 pandemic and the transformation of the economy and society, under a sustainable and digital perspective. One of the most remarkable types has been through subsidies for the rehabilitation of buildings and the construction of social rental housing. The State has set the main guidelines through the Royal Decree 853/2021, of October 5, and, while maintaining the capacity for supervision, has transferred to the autonomous communities and cities the direct management of European funds with citizens. This work analyses the adequacy of the distribution of resources between the Administrations, based on relevant statistical indicators. It has been found that the allocation has been adequate, based on a static image of the situation of households in the country, but the trends on future demand, which are unequal between territories, have not been taken into account. The study also assesses whether or not the autonomous regions have been successful in using the budget allocated to them. The granting of advance payments of the subsidy awarded to beneficiaries has been identified as a decisive factor that has stimulated the demand for the funds. The research concludes with an Annex that includes a detailed list of regional subsidy calls.
