discursos sobre la organización territorial
del Estado difundidos por los sectores
demócratas y republicanos desde 1840
hasta 1868. Se presta especial atención,
además, a los antecedentes de estas
concepciones en el liberalismo doceañista
y exaltado y a las formulaciones más
avanzadas que se elaboraron durante el
Sexenio Democrático. Se argumenta que
estos sectores defendían una
descentralización administrativa pese a
que designaran su modelo con el término
«federalismo»: las competencias que se
reservaban a provincias y municipios eran
básicamente económico-administrativas,
mientras que el Estado central se debía
hacer cargo de los asuntos políticos, y
existía una jerarquía entre las distintas
entidades en que la preeminencia
correspondía al gobierno central.This text aims at analyzing in detail ideas
about the territorial organization of the
State disseminated by the democratic and
republican sectors from 1840 to 1868,
although it also pays attention to the
antecedents of these ideas in the first
liberalism and the more advanced
formulations that were elaborated during
the Democratic Sexennium (1868-1874). It
is argued that these sectors called for and
administrative decentralization, in spite of
designating their model with the term
«federalism»: the competencies that were
reserved to provinces and municipalities
were basically economic-administrative,
while the central State should take care of
political affairs. Also, there existed a
hierarchy between the different entities
among which the central government had

de prestigio. España no permaneció
ajena a este fenómeno, y la dinastía
borbónica con Carlos III a la cabeza,
promovió un vasto plan de
expediciones que abarcaron amplias
regiones del planeta y pretendieron
atender a un complejo conjunto de
intereses y necesidades.
La Patagonia, situada en el extremo
austral del continente americano, a
pesar de pertenecer teóricamente a la
corona española, era un territorio
virtualmente vacío de presencia
europea.In the Eighteenth century, European
powers organized and carried out
some ambitious maritime expeditions,
aiming at scientific, strategic and
prestige-getting goals. Spain did not
stand aside in this question, and the
Bourbon dinasty, especially Caries III,
prometed a vast plan of expeditions,
many of them embracing large
regions of the worid, and intended to
meet a complex series of needs and
interests.
Patagonia, situated in the southern
end of the American continent, was,
although theorically a Spanish
possession, an empty territory lacking

local powers and the organization of
tfieir territories during the Iran Age
lll/Persian Period (vith-ivth B.C.). A
geograpfiical description of the
Phoenician city-states is proposed
from the présent state of
documentation. The socio-political
structures of thèse cities are studied
and characterized in comparison with
the neighbouring Near Eastern states
and the contemporaneous Greek cities
(poleis). The place of the Phoenician
cities in the political framework of the
Persian empire is aiso analysed, in
particular the relations between the

Al margen de su valor bibliográfico, el códice es esencial para conocer el funcionamiento y ritmo de despacho del organismo en época tan destacada para el conjunto de su evolución como la transición del siglo XVI al XVII (dado que cubre el periodo entre 1594 y 1618), en la que se preparó y aplicó la reforma contenida en las Ordenanzas de 1608. No menor es su significado desde el punto de vista paleográfico, pues los sucesivos autos y acuerdos aparecen culminados por las rúbricas de los oidores del Consejo, hecho que permite identificar los suscriptores de cada uno de ellos, y que no se percibe en las ediciones impresas de estos documentos. Pero lo más destacable del manuscrito es su valor para ilustrar la transmisión legal de las órdenes reales al territorio ejercida por el Consejo, insertos ambos en un único y extenso espacio cortesano. Sin duda, es un documento que merece ser publicado, con el correspondiente estudio adicional.This article presents the manuscript 8.667 of the National Library of Spain, whose importance has not been until now highlighted,in spite of being one of the original books from which was malle the edition of the autos y acuerdos of the Consejo Real of 1618, specifically the designated «libro cuarto». Despite of his bibliographic value, the manuscript is also essential to know the operation and rhythm of dispatch of the organism in a very important period for his evolution, as the transition of the century XVI to the XVII (given that covers the period between 1594 and 1618), in which was prepared and applied the reform contained in the Ordenanzas of 1608. Not minor is his meaning from the paleographic point of view, since the successive autos y acuerdos appear signed by the headings of the oidores of the Council, fact that allows to identify the suscriptors of each one of them, and that we do not perceive in the printed editions of these documents. But the most outstanding character of this manuscript is his value to ilústrate the legal transmission of the royal orders to the territory exerted by the Council, inserted both in an only and extensive courtisan space.
