In the 2015 Barcelona City Council election, Barcelona en Comú, an emerging grassroots party, was the most voted one. This candidacy was devised by activists involved in the Spanish 15M movement in order to turn citizen outrage into political change. On the one hand, the 15M movement is based on a decentralized structure. On the other hand, political science literature postulates that parties historically develop oligarchical leadership structures. This tension motivates to examine whether Barcelona en Comú preserved a decentralized structure or adopted a conventional centralized organization. This thesis proposes a computational framework to (1) better identify the Twitter networks of political parties by setting a confidence parameter in a popular community detection algorithm of the state of the art, and (2) analyze each party network by measuring the hierarchical structure, small-world phenomenon and coreness. The evaluation of the framework on the Twitter networks of the parties that ran for this election shows that the extended community detection algorithm effectively set boundaries between party networks. Although most parties consist of one single cluster, in Barcelona en Comú two well-defined groups co-exist: a cluster dominated by the party leader and the collective accounts, and another cluster formed by the movement activists. This dissertation dwells on the rivalry and changing balance of power between the two major political parties, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK), as well as the implications from the Goran Party, the War on the Islamic State (IS), and the change in access to oil revenue. I present a process approach that builds upon the intersection of these processes over time resulting in the Iraqi Kurdistan independence referendum. Timing has been an aspect of referenda and secessionist movements that has not been given enough acknowledgement and consideration, and my research seeks to understand these phenomena through timing of decisions and events. The opportunities presented to the Kurdish political actors in 2017 were not present before the arrival of IS and the independence referendum’s timing was due to the interaction and intersection of decisions made by the KDP and PUK on specific events. The purpose of this research is to determine why the Kurdish political actors decided upon an independence referendum in 2017, this is done through analyzing the rivalry between the KDP and PUK, the relationship between Erbil and Baghdad regarding the oil industry, constitutional discrepancies, diplomacy, and the impact of IS. Thus, on March 13, 2020 the government of Pedro Sánchez decreed a state of alarm, giving way to one of the most restrictive confinements in Europe. Meanwhile, the Spanish right-wing party VOX has clashed hard with the government during the Covid-19 crisis and even filled a no-confidence motion last October, 21st 2020. The party has also encouraged several protests against lockdown last May and October. This study aims to analyse VOX’s behaviour during the Covid-19 crisis and see to what extent it has taken advantage (or not) of the crisis. As VOX is a quite recent political party, the paper comes back on VOX’s trajectory from its foundation in 2013 to 2018/2019, when it gets parliamentary representation. It then focuses on VOX’s actions and discourse, at the Congress and other arena. Having positioned themselves as the radical opposition to Pedro Sánchez’s government during the first wave, where it is assumed that all parties will muck in together, does not seem to have damaged them yet. formación de los estados liberales de la

conciliación liberal partían de unos
principios y objetivos similares, los logros
conseguidos por la Regeneração
portuguesa, que supuso una completa
reformulación del sistema político, no
fueron equiparables a los alcanzados por
la Unión Liberal. La falta de un proyecto
cohesionado y coherente por parte del
unionismo, la resistencia identitaria de los
partidos históricos (moderados y
progresistas) y la gravitación ejercida por
los extremos (carlistas y demócratas)
hicieron fracasar la tentativa fusionista
que se había ensayado con éxito en
Portugal. En este país, la experiencia
regeneradora fue dando paso a la
formación de nuevos partidos (histórico y
regenerador), que no consiguieron
prescindir de las prácticas «pasteleiras» y
establecer una dinámica política basada

and to put into action conciliatory
strategies to let the political modernization
and the end of the long age of party
violence existent from the formation of the
liberal states in Iberian Peninsula.
Although the liberal conciliation purposes
started from similar principles and
objectives, the Portuguese Regeneration
achievements, that supposed the
complete reformulation of the party
system, weren’t comparable with the
Liberal Union’s. The lack of cohesion and
coherence in the unionist project, the
identity resistance of the historic parties
(moderados and progresistas) and the
gravitation exerted by extreme parties

fusionist attempt that, in Portugal, was

cierto protagonismo en el marco del Estado autonómico al ser esgrimido
como argumento para justificar algunas propuestas encaminadas
a afrontar los nuevos retos que plantea la crisis económica. Sin embargo,
aunque jurídicamente indeterminado, este concepto ni puede ser
identificado con cualquier circunstancia, ni tampoco puede dar cobertura
a cualquier medida. La Constitución ya plasmó el interés general
en la distribución de competencias efectuada en el Art. 149 CE en
favor del Estado y también previó que con carácter extraordinario se
pueda recurrir a él como presupuesto habilitante en los casos de aprobación
de leyes de armonización y de adopción de medidas de coerción
frente a incumplimientos autonómicos o a lesiones de ese mismo interés.
De la propia Constitución, en definitiva, cabe derivar quién, en
qué casos, con qué límites y con qué garantías ha de concretar un interés
general que, si bien se vincula al principio de unidad, tal y como
aparece configurado no puede prescindir del principio autonómico, en
tanto ambos son fundamento de nuestro modelo territorial. El interés
general es el interés del Estado entendido como un todo y por ello no puede ser ajeno a ninguna de las partes que lo componen.In recent times, the concept of general interest has become central
within the autonomous State’s framework as it has been put forward
as an argument to justify certain proposals designed to face the new
challenges brought by the economic crisis. However, although it is
legally undetermined, this concept cannot be identified whit just
any circumstance, nor can it cover any measure. The Constitution
has already reflected general interest in the power distribution set
in Article 149 CE in favour of the State, and also legislates that, in
extraordinary circumstances, it can be used to as an enabling precondition
in order to in cases which pass harmonization laws and adopt
coercion measures against autonomous non-compliance. The Constitution
itself also provides a source for deriving in which cases, with
what limits and with which guarantees general interest should be set.
Though this interest is linked to the principle of unity, the principle
of autonomy cannot be ignored. As the situation is set up now, both
principles are essential to our territorial structure. General interest
is the interest of the State understood as a whole, and, as a result, it

suficientes para mantener un
Estado basado en la propia
personalidad de Tito y en el
monopolio de la burocracia de la
Liga de Comunistas de Yugoslavia.

En este sentido, la constitucionalización del principio de estabilidad presupuestaria deviene condición sine qua non para la recuperación de la confianza de los mercados en un contexto de crisis global, que hace necesario redefinir la política de déficit para adaptarla a las exigencias demandadas por los nuevos procesos en curso. Sin embargo, la constitucionalización de un límite a la deuda y gasto público lejos de representar una reforma menor que no afecta a aspectos sustantivos de la Carta Magna, implica una alteración sustancial y sin precedentes de nuestra forma de Estado social positivizada por el artículo 1.1 de la Constitución. Fundamentalmente, desde el punto de vista de la constitución económica del constitucionalismo social, verdadero ámbito de materialización de las trasformaciones actuadas por esta forma de Estado. De hecho, con la reforma se establece una nueva relación entre política y economía caracterizada por la centralidad de la estrategia de acumulación y la subordinación del vínculo social. La centralidad del mercado sitúa en el centro de la forma de Estado al mercado, y materializa en el ámbito formal constitucional, la constitución material del constitucionalismo de mercado europeo que ya se había infiltrado en el ámbito infraconstitucional. Por eso, consideramos erróneas aquellas reflexiones que definen la constitucionalización de la estabilidad presupuestaria como un ejercicio reformador coherente con el cuerpo básico de valores consensuado en 1978. En particular, porque la reforma rompe con la lógica dialéctica al superponer un elemento, la estabilidad presupuestaria, que no es susceptible de ser integrado en la dialéctica constitucional.In August 2011, the government and the main opposition party agreed the reform of Article 135 of the Spanish Constitution, arguing the need for a constitutional corset to the public deficit in order to face the challenges of the first systemic crisis of the globalization, which in turn juridification of an austerity principle of social State. In this sense, the constitutionalization of the principle of budgetary stability becomes a prerequisite for the recovery of market confidence in a context of global crisis that makes necessary to redefine the deficit policy in order to suit the requirements demanded by new processes in course. However, the constitutionalization of a limit to public debt and government spending, far from representing a minor reform that does not affect the substantive aspects of the Constitution, means a substantial alteration of our form of social State positivized by Article 1.1 of the Constitution. Basically, from the point of view of the economic constitution of social constitutionalism, true scope of realization of the transformations performed by this form of state. In fact, with the reform a new relationship between politics and economy is established. A relationship characterised by the centrality of the accumulation strategy and the subordination of the social spending. This centrality of the market stands the market at the centre of the form of State and materializes the material constitution of European market constitutionalism, already infiltrated into legislative sphere, in the formal constitutional space. For these reasons, we consider as inappropriate those proposals according to which the constitutionalization of budgetary stability is in line with the basic values adopted by our Constitution in 1978. considerada por los historiadores como
una ciudad fiel a la Monarquía española
en los momentos decisivos del proceso de
independencia que vivió América.
Fidelidad que tuvo su máxima expresión
cuando las autoridades españolas se
refugiaron en la ciudad y su provincia en
general. Las autoridades cartageneras
pretendieron ayudarla expulsando a los
españoles, pero los hechos nos dicen que
Pierre Labatut comisionado para tal
misión, no cumplió tal cometido, sino que
maltrató a los samarios hasta el punto que
fue expulsado en marzo de 1813. Por el
mal comportamiento del soldado francés,
el cabildo samario se reunió el 11 de
febrero de ese año, discutió y aprobó una
acta en la que rechazaba la intromisión de
las tropas cartageneras y desconocían el
gobierno que pretendía instaurarse, como
también a las autoridades españolas y
exigían participar de la nueva nación en
igualdad de condiciones. Esa acta del
cabildo samario fue reivindicada, sobre
todo por el partido liberal que controlaba
política y económicamente la ciudad,
como el Acta de Independencia en 1849 y
la Cámara Provincial acogiéndose a leyes
nacionales, estableció una «fiesta
patriótica» por medio de la Ordenanza de
29 de septiembre de ese año. En la
misma, se ordena que el once de febrero
de 1850 sea la primera conmemoración,
festejos que deberían iniciarse el once de
febrero y finalizar el día 13 del mismo
mes. Estas conmemoraciones se
celebraron durante muchos años en el
siglo XIX y luego desaparecieron.Historians have always considered Santa
Marta, Colombia, as a loyal city to
Spaniard monarchy in the crucial moments
during the independence process that
Latin America lived. Loyalty that achieved
its highest devotion when the Spaniard
authorities took refuge in the city and its
provinces in general. The Cartagena
authorities intended to assist Santa Marta
to expel Spaniards from its territory, but
the facts tell us that Pierre Labatut
commissioner for this mission, did not
accomplish his assignment, instead he
mistreated Santa Marta people until he
was expelled on March 1813. Due to this
French soldier misbehavior, Santa Marta
autonomous municipal council gathered
on February eleventh 1813, the council
discussed and approved a statement
where they rejected the Cartagena troops’
interference, disregarded the government
that intended to be established as well as
the Spaniard authorities and demanded to
participate in the new nation on equal
terms. The Santa Marta council statement
was ratified by the Liberal Party whom
controlled the city both politic and
economically. The declaration of
independence in 1849 and the provincial
chamber having recourse to the national
laws, established a «Patriotic Party»
through the September twenty-ninth, 1849
ordinance. In this ordinance was ordered
that on February eleventh, 1850 the fist
commemoration should have place,
festivity that should had stated on
February eleventh and ended on the
thirtieth the same month. These festivities
were celebrated during many years in the

No obstante, el alto Tribunal declaró constitucionales las referencias al «derecho a decidir de los ciudadanos de Cataluña» al no consagrar, a su juicio, un derecho de autodeterminación no reconocido constitucionalmente sino una aspiración política a concretar mediante un proceso ajustado a la legalidad constitucional, con respeto a los principios de «legitimidad democrática», «pluralismo» y «legalidad». La argumentación del Tribunal no sólo desestimó el argumento de que el derecho a decidir de los ciudadanos de Cataluña sólo puede existir una vez culminada la reforma constitucional sino que, además, acogió la doctrina de la Corte Suprema del Canadá sobre la secesión de Quebec, que apela a la posibilidad de que los miembros de una comunidad política puedan definir, sobre la base de mayorías claras y libremente conformadas, su propio marco jurídico-político. Ello no obstante, la STC 42/2014, a diferencia del Dictamen de la Corte canadiense no dio respuesta a la cuestión de si un referéndum consultivo y acordado con el Estado, como el planteado por algunas fuerzas políticas de Cataluña sobre el futuro político de este territorio, tiene cobertura constitucional. Con todo, contiene suficientes elementos que permiten pensar que ello es así. Y ese es precisamente el núcleo de la cuestión sobre la que se centra el presente trabajo, a partir del examen de algunas de las posibilidades que ofrece el orden constitucional español al respecto.The STC 42/2014, of 25 March, partially estimated unanimously the Government’s appeal against the «Resolution 5/X of the Catalan Parliament, establishing the sovereignty and the right to decide Declaration approving the people of Catalonia» declaring unconstitutional and void «the first principle, according to which the people of Catalonia has, for reasons of democratic legitimacy, the nature of political and legal sovereign subject». However, the High Court declared constitutional references to right to decide on the citizens of Catalonia to not consecrate, in his view, a right of self-determination but not constitutionally recognized political aspiration through a narrow set of constitutional legality process with respect to the principles of «democratic legitimacy», «pluralism» and «legality». Thus, the reasoning of the Court not only dismissed the argument that the right to decide the citizens of Catalonia can only exist after completion of constitutional reform but also accepted the doctrine of the Supreme Court of Canada on secession Quebec, which appeals to the possibility that members of a political community can be defined on the basis of clear and freely formed majorities, its own legal and political framework. Nevertheless, the STC 42/2014, unlike the opinion of the Canadian Court did not answer the question of whether an advisory and agreed with the State, such as that posed by some catalan political parties on the political future of that territory referendum, has constitutional coverage. However, it contains enough elements which suggest that this is so.
