First of all, the school reflects the different social strata: pupils from the upper and lower classes. Secondly, within the framework of a predominantly Christian culture, the interest in universal education was manifested in providing free education to the more disadvantaged pupils in Madrid at that time. It was a society that respected the social strata, projecting differential psychology of diverse characteristics depending on the social class. The pupils from the upper class received the type of education that reflected their social status, while the curriculum for the lower class reflected their own social status. Its success as a lingua franca makes it difficult to define exactly how many people speak it worldwide. And yet, English can still exercise a ‘gatekeeping’ function in some countries (Joseph, M. and Ramani E. 2006). Bilingual Education programmes in the European Union have been developed and implemented in order to comply with the recommendation of the European Commission (2012) to grant access to quality English learning to students from all socioeconomic backgrounds. In this research we conduct an in-depth analysis of literature pointing at contradictorily successful implementations of bilingual programmes. Despite the initial controversy, all the latest research on the performance of the bilingual programme in the Region of Madrid, seems to converge in proving the competitive advantage of students attending these schools. In this paper, we explore the array of possible reasons pinpointing this methodology, that allow students from lower socioeconomic backgrounds to catch up with their peers. Qualitative interviews shed some light on the possible reasons behind the success of the Region of Madrid’s bilingual programme and CLIL methodology. These results are in line with the ones obtained in previous research carried out in bilingual schools in Andalusia. Señora de la Paz, donde se acogía a
los expósitos de Madrid.
Los liberales pensaban que el Estado
se debía encargar de la ayuda a los
necesitados y que la beneficencia no
podía depender de la caridad privada,
como venia sucediendo desde siglos
atrás. Pero el intento de
institucionalizar la beneficencia no
obtuvo el éxito esperado y en 1848 los
liberales repusieron a la Real Junta de
Damas en la dirección de ambos
orfelinatos.In 1840, the liberáis dismissed the

Mérito [Royal Board of Honor and
Merit Ladies] from the management of
ttie Inclusa [foundiing tiospital] and of
the School of Our Lady of the Peace,
where the foundiings of Madrid were
given refuge.
The liberáis thought that the State
should take charge of the assistance to
those in need, and that the
beneficence should not depend on the
prívate charity, as it had happened
during the previous centuries. But the
attemp of institutíonalízing the
beneficence did not succeed as
expected, so in 1848 the liberáis
reinstated the Royal Board of Ladies in
the direction of the two orphanages.

XVII es ejemplo de una actividad
determinada, objeto de numerosos
escritos económicos que buscan una
explicación y una solución a su crisis.
Esta actividad manufacturera es
fundamental para entender el
funcionamiento de Toledo en sus
aspectos económicos y sociales, por lo
que es normal que sea su crisis objeto
de análisis por los sectores
intelectuales de la ciudad, cuyos
escritos se han agrupado bajo la
denominación de Escuela de Toledo.
El memorial de Juan González de
Vatres Sotomayor lo podemos situar
en la transición entre la ebullición que
supone la Escuela de Toledo, en torno
a 1620, y los escritos posteriores a
1640. Su importancia radica en la
descripción detallada de la situación
de la industria sedera de Toledo; en su
análisis nos señala las deficiencias
que sufre la sedería toledana por falta
de una producción de materia prima
propia, lo que marca la dependencia
de Toledo con respecto a otras
ciudades productoras; y por una
política impositiva poco flexible
provocando paro y emigración y, por lo
tanto, la falta de competitividad de
Toledo ante el auge de las ciudades
costeras y la competencia de Madrid.
En definitiva, el memorial de Juan
González de Vatres Sotomayor es un
ejemplo más de la preocupación que
suscita la crisis de la industria sedera

a certain activity that caused a great
amount of writings witti the aim of
finding an explanation and a solution to
its crisis. This manufacturing activity is
fundamental to understand Toledo's
working in its economical and social
aspects, therefore, it is normal that its
crisis provoked an analysis from the
intellectual sectors of the city, whose
writings have been gathered under the
designation of «The school of Toledo».
The «Juan González de Vatres
Sotomayor» Memorial can be sited in a
transition períod between the important
moment that means «The school of
Toledo», around 1620, and the
chronicles later 1640, whose
importance is in the detailed description
ofthe situation of Toledo's industry. In
tfie analysis are presented tfie
deficiencies tfiatsuffers Toledo's silk
industry due to the lack of its own
production of raw material, which
defines the dependency of Toledo with
regard to other productive cities; and by
a little flexible tax policy that prometed
unemployment and mass departure
and, consequently the lack of
competitiveness of Toledo with regard
to the peak of the coastal cities and the
competition of t^adrid. Definitively, the

concern that caused the crisis of the
