luso-españolas durante el marcelismo. El
primero comprende tres tipos de ayuda
por parte de España: contención de las
condenas a Portugal en las
organizaciones internacionales; apoyo a
las necesidades de armamento del
Ejército portugués en África aprovechando
los nexos derivados del Pacto Ibérico y
asunción de la representación de los
intereses portugueses en aquellos países
africanos que, siguiendo las consignas de
la OUA, rompen relaciones diplomáticas
con Portugal. En el ámbito bilateral es
donde se rompe la tónica anterior pues los
tecnócratas españoles, que ahora
alcanzan Asuntos Exteriores, pretenden
rentabilizar los servicios prestados en el
ámbito multilateral para iniciar vías de
expansión en el mercado portugués.Mutual support in international affairs and
bilateral cooperation were two of the
principles, which having been established
during the previous phase, sustained
Lusitanian-Spanish relations during
Marcelism. The former consisted of three
types of Spanish support: restraint in
Spain’s condemnation of Portugal in
international organisations; support of the
Portuguese army in Africa in their need for
arms, via the exploitation of links forged in
the Iberian Pact; and the assumption of
the representation of Portuguese interests
in those African countries which, having
followed the recommendations of the
Organization of African Unity (OAU), had
broken diplomatic relations with Portugal.
It is in bilateral relations where the
previous tendency changed, as the
Spanish technocrats who had now
reached the Foreign Office, wanted to
capitalise services rendered in multilateral
relations, to initiate an expansion in the
Portuguese market. Iberian relations were
especially intense in African states where
forced diplomatic coexistence gave them a
very different air to that maintained in

un arma estratégica utilizada
ampliamante por los bandos
contendientes durante la I Guerra
Mundial, con el objetivo de explotar
las tensiones nacionales internas del
adversario. Pero, igualmente, su
defensa general estaba extendida
entre amplios círculos intelectuales y
políticos de la izquierda liberal
europea, lo que dio lugar a que
comités de exiliados nacionalistas,
intelectuales y políticos participasen
juntos en plataformas comunes, que
a su vez eran instrumentalizadas por
los Gobiernos según su
conveniencia. Fue el caso de la
Union des Nationalités, fundada en
1912, que a lo largo de la guerra
osciló entre posiciones aliadófilas o
germanófilas, dependiendo de la
coyuntura del momento y de los
intereses de los exiliados
nacionalistas que en ella
preponderaban. Al margen de su
fracaso final como mediador de los
diferentes movimientos nacionalistas
europeos ante la Conferencia de Paz,
la Union des Nationalités constituye
un primer ejemplo de relación e
interacción entre política internacional
y movimientos nacionalistas a escala
europea.Ttie nationalities principie was widely
used as a strategic weapon by each of
the two opponent bands contending
during World War I, which intended to
exploit eacti other's infernal national
conflicts. Nevertheless, the sympathy
towards ttie ideáis contained in the
nationalities principie was also
widespread among intellectual and
political milieus from the liberal left all
over Europe. This made it possible for
groups of nationalist emigres to
converge with intellectuals and
politicians into common political and
propaganda platforms, which were also
manipulated by state diplomacies
depending on their conjunctural
interests. This was the case with the
Union des Nationalités founded in París
in 1912, which oscilated along the War
between the Entente and the Central
Empires, depending on the geostrategic
circumstances and the interests of the
emigré groups which kept the control of
the organisation. Despite the fact that
the Union des Nationalités failed in its
purpose of becoming the official
representativo of all European nationalist
movements at the Versailles Peace
Conference, it remains as a first
historical example of interaction between
nationalist movements and state
diplomacies in the sphere of International

mantuvieron la continuidad del régimen
derrotado en el exilio. Su desunión y el
orden internacional que dio lugar a la
guerra fría tras la II Guerra mundial
determinaron su fracaso. El régimen de
Franco se constituyó en reino con la Ley
de Sucesión a la Jefatura del Estado, de
26 de julio de 1947.
Así, durante la dictadura de Franco
existieron virtualmente un reino sin rey en
España, que duró hasta la desaparición
del dictador, y una República en el exilio
sin territorio donde ejercer, ni legitimidad
democrática que hacer valer.
Un importante sector de la oposición
republicana a Franco trató de llegar a un
pacto con los monárquicos para un plan
de transición que quedó herido de muerte
en 1948 cuando el 25 de agosto Don Juan
se entrevistó con Franco en el yate
«Azor».The Spanish republican institutions in exile
tried to keep the defeated regime out of
Spain up. His lack of unity and the
international new order after the Second
World War that originated the Cold War
were the reasons of the failure. In July 26t
1947, the Franco regime was itself
constituted into kingdom with the Chief of
State Succession Law.
So, during the Franco dictatorial regime
existed both, a kingdom with a king to be
only after dictator’s death, and a Republic
in the exile without territory nor democratic
legitimacy to present.
An important sector of the republican
opposition to Franco tried to reach an
agreement with the monarchist
organisations forces for a transition plan.
But the meeting between Franco and Don
Juan in the yacht «Azor» in 25th of august
1948 meant the dead end of the
