One of the main objectives of municipal child participation organisations is to ensure that these spaces are inclusive. This means that they must promote equality of guarantees and conditions in the development of the right to participation from a perspective that addresses the different axes of inequality, not only in access to these spaces but also in the relational dynamics that take place in them. Based on a theoretical reflection on inclusion and participation, this article analyses the data from a questionnaire applied to 279 people (191 technical figures and 88 elected authorities) from 179 municipalities in Spain, which seeks to describe the state of child and adolescent participation in municipalities that are part of the International Association of Educating Cities, Child Friendly Cities, or both. A qualitative analysis is made of those issues related to the strategies used to promote inclusion within the Children’s Councils, as well as in the initiatives promoted in the field of child participation. The results show agreement in considering Children’s Councils to be inclusive bodies, but the means and procedures used do not always guarantee this inclusiveness.0432Morentin Encina, Javier, Noguera Pigem, Elena y Barba Núñez, María . 1904-1906 en Sevilla (España).
This work is located in ttie years
1904-1906 in the city of Seville
(Spain). It is studied how the town
council tried, in these years, to
diminish the large list ofpeople
registered in what wasis called
Padrón Municipal de Beneficiencia
(Charity Town Census in English)
because it was a great cost, medical
and pharmaceutical, forthe town
public funds, in that époque of
shortage and stagnation. The
Charity Town Census was defined,
at the beginning oflast century as
the census in which were registered
people susceptible of receive
sanitary assistance from the Town
Council. Given the conditions for the
registration, almost every wageworker
in Seville (and Spain), could
take part of the Charity Census. The
main reason for this situation was
obviously the paltry salary of the
workers. Furthermore, it is analysed
the city distribution ofpeople
belonging to the Census and their
concentration in particular áreas of
the city shaping a true urban
geography of poverty, with an
mes. Estas conmemoraciones se
celebraron durante muchos años en el
siglo XIX y luego desaparecieron.Historians have always considered Santa
Marta, Colombia, as a loyal city to
Spaniard monarchy in the crucial moments
during the independence process that
Latin America lived. Loyalty that achieved
its highest devotion when the Spaniard
authorities took refuge in the city and its
provinces in general. The Cartagena
authorities intended to assist Santa Marta
to expel Spaniards from its territory, but
the facts tell us that Pierre Labatut
commissioner for this mission, did not
accomplish his assignment, instead he
mistreated Santa Marta people until he
was expelled on March 1813. Due to this
French soldier misbehavior, Santa Marta
autonomous municipal council gathered
on February eleventh 1813, the council
discussed and approved a statement
where they rejected the Cartagena troops’
interference, disregarded the government
that intended to be established as well as
the Spaniard authorities and demanded to
participate in the new nation on equal
terms. The Santa Marta council statement
was ratified by the Liberal Party whom
controlled the city both politic and
economically. The declaration of
independence in 1849 and the provincial
chamber having recourse to the national
laws, established a «Patriotic Party»
through the September twenty-ninth, 1849
ordinance. In this ordinance was ordered
that on February eleventh, 1850 the fist
commemoration should have place,
festivity that should had stated on
February eleventh and ended on the
thirtieth the same month. These festivities
were celebrated during many years in the
XIX century and then disappeared.07452Rey Sinning, Edgar .
The town of Alcañiz, in Aragon, is a good
example of the reforms that Renaissance
town plannings spread in medieval towns.
In this case, it is linked to the development
of the town Council, and the progressive
local independence from the Calatrava
Lordship, whose headquarter were inside
the castle. We have researched the
medieval town planning promoted by the
Calatravos since the repopulation of the
territory. It is formed by two lines of city
walls, one of which was unknown and we
have called it «the high wall». From the
medieval Council House, sited in the
Common Houses, a new model of
urbanism is developed, with new public
spaces like the Main Square, wider and
more regular street patterns and the
development of a more standarized way of
building that has co-existed with the
medieval quarters until the present days.032572Barragán Villagrasa, Juan José .
