características sociales de los
regidores y su vida cotidiana dentro
del Ayuntamiento. El mundo urbano
en los albores de la Edad Moderna,
se caracterizó por la penetración de
una burguesía potente en el
entramado social, en un momento de
crisis y trasmutación de valores
sociales y morales como
consecuencia del crecimiento
económico, en los que el rico
reemplazó al noble, a no ser que éste
aceptase las técnicas de
enriquecimiento de aquél, en
dirección inversa a las que
impulsaron al rico a asumir formas de
vida nobiliarias.The traditional focus given to
studies of municipal local
administrations, has been modified
recently by a new tendency which
aims to uncover the social reality in
which events occurred, details often
hidden by the bureaucratic nature of
Council documentation. More than
just a study of the institutionalization
of local administrations, our primary
concern is to uncover the social
characterístic of the aldermen and
their day to day Ufe in the municipal
administration. At the onset of the
modern age, urban Ufe was
characterized by the overwhelming
power of the bourgeoisie in the
social strata, during a time of crisis
and changing of social valúes and
moráis, which itself was sparked by

discursos sobre la organización territorial
del Estado difundidos por los sectores
demócratas y republicanos desde 1840
hasta 1868. Se presta especial atención,
además, a los antecedentes de estas
concepciones en el liberalismo doceañista

avanzadas que se elaboraron durante el
Sexenio Democrático. Se argumenta que
estos sectores defendían una
descentralización administrativa pese a
que designaran su modelo con el término
«federalismo»: las competencias que se

about the territorial organization of the
State disseminated by the democratic and
republican sectors from 1840 to 1868,
although it also pays attention to the
antecedents of these ideas in the first
liberalism and the more advanced
formulations that were elaborated during
the Democratic Sexennium (1868-1874). It
is argued that these sectors called for and
administrative decentralization, in spite of
designating their model with the term
«federalism»: the competencies that were
reserved to provinces and municipalities
were basically economic-administrative,
while the central State should take care of

con el culto imperial. Dichas
persecuciones tienen un carácter
exclusivamente local, y son fruto de
la actuación puntual de las
administraciones provinciales, sin
estar refrendadas por un edicto
imperial. La actitud de los
emperadores hacia las comunidades
cristianas asentadas en el Imperio fue
tolerante y abierta, incluso los propios

sufrida por los funcionarios bajo el poder
de Franco en la inmediata posguerra, en
el periodo de 1937 a 1939. La Diputación
provincial de Vizcaya fue un ejemplo
ilustrativo de dicha represión, tanto por la
limpieza política que se realizó como por
las consecuencias que tuvo en la plantilla
provincial la supresión del Concierto
Económico.This article is a historical approach to the
repression suffered by public employees
under Franco`s rule during the aftermath
of the civil war, during the period between
1937 and 1939. I have chosen The
Provincial Administration of Vizcaya was a
illustrative example to explain that
repression was a political purification of
provincial employees and in the same way
the provincial staff was directly afected by
the consequences of the abolition of Bask

proiiferaron bajo diferentes etapas de la
dictadura, se ofrece una imagen de la vida
cotidiana y del funcionamiento de la
administración del Estado durante el
franquismo en algunos aspectos. La
descripción de hechos delictivos,
extraídos de sentencias judiciales o
denunciados por la fiscalía, permiten
conocer las transformaciones sociales y
sus consecuencias sobre la criminalidad.
Asimismo, el movimiento delictivo hace
posible identificar diferentes estadios de desarrollo.Throughout a series ofcrimes which

dictatorship, it is possible to observe an
image of every day Ufe ant the functioning
of State administration in some stages
during «Franquismo». The use of criminal
facts described in judicial sentences or
denounced by public prosecution, allows
US to get to know social transformations
and its consequences on criminal acts.
Finally, the criminal movement makes it
possible to identify different stages of

republicano y liberal en Hispanoamérica
contempló grandes dificultades de
carácter teórico y administrativo. Después
del entusiasmo inicial, la guerra, enlazada
con numerosas turbulencias políticas y
sociales, hicieron reflexionar los líderes
del proceso sobre los alcances reales que
el proyecto podía tener. Simón Bolívar es
un ejemplo claro de ello. La
reorganización de la república
venezolana, y especialmente sacudida
por las guerras raciales e interregionales,
y después la creación de Colombia,
empujó su pensamiento a la búsqueda de
un punto medio que garantizara a la
república y muchas de las libertades, pero
en un entorno de orden. Muchos vieron en
sus intenciones un monarquismo
embozado, no obstante lo que se tenía en
frente era el nacimiento del pensamiento
conservador hispanoamericano.The establishment of a liberal and
republican political system in Spanish
America brought about theoretical and
administrative difficulties. After the initial
enthusiasm, war and numerous social
turbulences had an effect on the way
political leaders thought upon the real
achievements that the project could
obtain. Simon Bolivar is a clear example
of this. The reorganization of the
Venezuelan republic –particularly shaken
by racial and regional confrontations- and
the establishment of Columbia, reflect the
way Bolivar pushed his ideas towards a
middle ground in which freedom and the
existence of the republic were guaranteed
in an environment of order. Many judged
these intentions as a veiled form of
monarchy. Nevertheless, this was actually
the birth of Spanish-American

caracterizado por la transición hacia un
régimen liberal constitucional. La
realización del censo era primordial, las
guerras civiles e inestabilidades políticas
impidieron su ejecución. A través del
sistema de Imputaciones, hubo una
información constante del volumen de
población. Las imputaciones nos revelan
la ocultación sistemática de la población,
la trascendencia de las modificaciones
administrativas-territoriales y una
aproximación a los distintos ritmos de
crecimiento. Aunque no hubo censos
generales, desde 1833 hasta 1856, se
crearon las bases del desarrollo legislativo
e institucional de todas las actividades
censales del siglo XIX.During the first midhalf of the nineteenthcentury,
Spain lived a modernisation
process looking forward a constitutional
and liberal political regime. To making a
demographic census was always a goal
never attained by reason of civil wars and
political instability. In order to know on the
ground the real population, the
Government developed a special
population statistics, named Imputations.
They reveal us the concealment of the real
population, they are meaningfully available
for understanding the territorial and
administrative changes, and we can get an
approximate idea of the rate of growth and
the regional distribution population. Even
though, there is not a general census
between 1833-1856, a lot of rules were
given in order to create special institutions,
and a general census structure for all 19th

C. en la zona de Judea. En un primer momento, bajo la administración ptolemaica primero y, seléucida, después, se irán formando los órganos de poder en la forma que conocemos para la época propiamente hasmonea, que llevarán a la independencia de Judea. El funcionamiento del Reino Hasmoneo, no exento de problemática, se movió entre unas tradiciones orientales, heredadas de la época bíblica y la Ley de la Torá, y una corriente helenizadora. Esta mezcla imprimirá en el reino un carácter peculiar, con unas instituciones en las que se reflejan dos corrientes que convergen para dar lugar a una especie de reino con unas magistraturas antiguas, adaptadas a la moda helenística del momento. Las fuentes que se refieren a todo ello son escasas y, en buena parte, subjetivas. Sin embargo, permiten esbozar un panorama de importancia particular, al suponer un periodo de transición hacia la independencia política judía que determinaría la historia de esta región.The kingdom of the Hasmonean dynasty spread between 2nd and 1st century B. C. in the area of Judah. In a first moment, under the Ptolemaic administration first and the Seleucid one after, the organs of power, as we know them in the Hasmonean period, will be shaped to lead the Jewish independence. The mode of operation of the Hasmonean Kingdom, known not without problem, was carried out between the eastern tradition which was inherited from biblical times and the Law of the Torah and a Hellenizing stream. This mixture will print in the kingdom a peculiar character with institutions which reflects two flows that converge to originate a kind of kingdom with old offices, adapted to the Hellenistic current fashion. The sources that refer to all of this are scanty and, besides, subjective. fundamental el estudio conjunto de la
ciuitas romana de Consabura, identificada
con la localidad de Consuegra (Toledo),
aportando una visión global sobre la
misma, a partir de diversos tipos de
fuentes históricas: literarias grecolatinas,
epigráficas, arqueológicas, documentales,
etc. A través de las mismas, y de su
reinterpretación en algunos casos,
trataremos de esclarecer su pasado
durante esta etapa, ya que sin lugar a
dudas, Consabura es la menos conocida
de las tres grandes ciudades que
actuaron como cabeceras administrativas
de la Carpetania, junto a Toletum y
Complutum. Los resultados obtenidos nos
transmiten una evolución de su desarrollo
urbano, su probable municipalización en
época flavia, y la configuración de un
vasto y estratégico territorio entre los
Valles del Tajo y del Guadiana cuyo control
será fundamental para su importante
devenir histórico durante esta etapa.The fundamental goal of this study is the
global analysis of the Consabura´s Roman
ciuitas, located in Consuegra (Toledo),
contributing to a global vision about this
Roman town, from diverse types of
historical sources: epigraphic,
archaeological, documentary, Greek-Latin
literary ones, etc. From each other and of
their revision in some cases, we will try to
explain its historical past for this stage, so
without any doubts, Consabura is the least
studied of the three big towns that they
were administrative centres of the
Carpetania territories, next to Toletum and
Complutum. The results obtained taught us
an evolution of its urban development, its
probable municipalization process in the
Flavian period, and the creation of a vast
and strategic territory between the Tagus
valley and the Guadiana valley, whose
control will be fundamental for its
important historical development during

Estos proyectos experimentaron un gran impulso con los Reyes Católicos, prolongándose en tiempos de la reina Juana y su hijo, Carlos V (1517-1556). Nuestro objetivo será analizar esta cuestión, prestando especial atención a las características de estos nuevos núcleos: existencia de un programa y un ideario definido en materias de política y administración, pero también en materia urbanística, por ejemplo; advirtiendo la existencia de elementos comunes o por el contrario, rasgos singulares respecto a otras áreas fronterizas localizadas en Europa en este período.The Crown of Castile promoted different projects of repopulation and foundation of towns, as one of its priorities in the old frontier areas after the end of the war against the Reign of Grenade. These projects increased from the reign of the Catholic Kings until the government of the queen Juana and her son Charles V (1517-1556). Our objective is analysing this question, paying special attention to the characteristics of these new towns: the existence of a plan or a defined ideology for their government or administration, but also for their urbanization, for example. Durante ese tiempo el imperio luso maduró y vivió diferentes coyunturas internacionales, siempre bajo la tutela de un único régimen político en la Metrópoli. La longevidad del Estado Novo se ha querido explicar por su capacidad de adaptación y resistencia. Sin embargo, fue precisamente en el plano colonial donde ese ejercicio de acomodación mostró con mayor virulencia sus limitaciones. Como antes habían hecho la Monarquía constitucional y la Iª República, el «salazarismo» también aplicó su doctrina política a la administración del ultramar. Pero en su caso, la defensa férrea de la unidad imperial a través de los principios y canales antidemocráticos que le eran propios, y el hecho de hacerlo en un tiempo radicalmente diferente al de los regímenes que lo precedieron, condujo a su colapso y a la emancipación abrupta del Imperio, como es sabido. No obstante, hasta la llegada a ese desenlace, el Régimen no permaneció inmóvil frente a la Descolonización. Al seguimiento de la reflexión en torno a lo que debían y podían ser las relaciones Metrópoli-Ultramar, y al esbozo de lo que fueron las «correcciones» políticoadministrativas consubstanciales, será a lo que dedicaremos el texto que sigue.Nearly forty four years have passed between the approval of the Colonial Act, on the 8th July 1930, and the fall of the Dictatorship in Portugal, on the 25th April 1974. During that time, the Portuguese Empire has matured and lived through different international contexts, always under the rule of a unique regime of the Metrópole. The duration of the Estado Novo is partly explained by its capacity to adjust and endure. However, it was precisely in the colonial context that this «exercise of adjustment» most experienced its limits. The same way the Monarchy and the Republic had done before, Salazar’s regime applied its political doctrine to colonial administration. But in this case, the defense for imperial unity, which was carried out by using the regime’s anti-democratic means and principles, and the changing context led to the fall and lost of its colonies, as it is well known. Nevertheless, and until the end, the regime didn’t remain unmoved in face of decolonization. Aunque en 1960 España acabó reconociendo que administraba colonias, la división entre Presidencia y Exteriores fue legendaria y desencallar la cuestión a favor del derecho internacional resultó inicialmente, fortuito. En Portugal donde el Estado Novo tuvo que afrontar tres conflictos armados (en Angola, Guinea-Bissau y Mozambique), tampoco hubo unanimidad en el seno del régimen sobre la cuestión colonial, como se demostró en la Abrilada de 1961. Aunque la longevidad colonialista de Portugal y España sea similar esconde, una diferente valoración del imperio, que tiene tanto que ver con la extensión seis veces mayor del portugués y con la percepción negativa que tuvo en España el hecho colonial, por lo que nuestro pasado imperial concitó menos unanimidad que en el caso portugués. Pero en ambos casos, los procesos de descolonización fueron improvisados y dejaron una herencia problemática.Portugal and Spain resisted the decolonization crudely, trying to skip UN’s survey about the possession of No Autonomous Territories, claiming they were ultramarine regions. Although in 1960, Spain ended up acknowledging that it was administrating colonies, the division between Presidency and the Foreign Office was legendary and refloating the issue in favour of the international law was, at the beginning, fortuitous. The same happened in Portugal, where the Estado Novo had to face three armed conflicts, and there was not unanimity either on the colonial issue, as was demonstrated on the Abrilada of 1961. Despite the Spain and Portugal’s colonialist longevity is similar, it hides a different assessment of the empire, because the Portuguese colonial empire was six times bigger than the Spanish and in Spain there was a negative perception with the colonial fact as a matter of fact, our colonial past arouses less unanimity than the Portuguese case. That is why the Spanish decolonization process was easier than the Portuguese, because it had less geostrategic potential. Media la declaración más visible del culto
y la de fe católicos. Su estudio en la
región española de Cantabria en el
período comprendido entre los siglos XVI
y XIX presenta numerosos aspectos de
interés. El bautismo fue altamente
valorado y practicado, tanto por los laicos
como por las altas jerarquías
eclesiásticas. Fue administrado con
celeridad creciente tras el nacimiento, y
bajo la forma de «urgencia» en
numerosas ocasiones. Los sacerdotes lo
administraban con gran libertad y con
frecuencia eran también elegidos como
padrinos. Esta realidad, junto con otras,
muestran que el mencionado sacramento
no constituyó un refugio de antiguas
formas de sociabilidad contra el impulso
de la confesionalización. La comunión era
recibida principalmente en Pascua, pero la
«decencia» de la celebración y el respeto
y reverencia de los fieles fueron
deficientes al respecto. La confesión
cumplía su función anual normativa de
forma mecánica, aunque un nuevo
modelo, más interiorizado, fue
desarrollado por parte de algunas
órdenes religiosas a partir del siglo XVII.
La celebración de la confirmación, el
menos valorado sociológicamente de
todos los sacramentos, fue esporádica y
rara (con intervalos de hasta 40 años en
algunos lugares). El matrimonio católico
tuvo que luchar contra la antigua práctica
de los «esponsales» y padeció numerosas
formas de disciplinamiento social, como la
«cencerrada». En general, la práctica
sacramental muestra con claridad los
límites de la confesionalización en la
España Atlántica, incluso durante el siglo
XVIII.The sacraments have been from the
Middle Ages the most visible declaration
of the Christian worship and faith. The
study of these in the Spanish region of
Cantabria in the period that goes from the
16th to the 19th Centuries shows
numerous aspects of interest. Baptism
was highly valued and practised, both by
the laymen and by the high ecclesiastic
hierarchies. It was administered with
speed an increasing after the birth, and
under the form of «urgency» in numerous
occasions. The priest administrated it with
great freedom and often were also chosen
as godparents. This and other
informations show that the above
mentioned sacrament was not a refuge of
ancient forms of sociability against the
impulse of the confessionalization.
Communion was taken mostly in Easter,
but the «decency» of the celebration and
the respect and reverence from the faithful
should have been deficient. Confession
fulfilled his normative annual function of
mechanical form, although a new model,
more internalized, was developed by
some religious orders from the 17th
Century. Confirmation, a sociologically
least valued sacrament, was sporadic and
rare (with intervals of 40 years in some
places). The catholic marriage had to fight
against the ancient practice of the
betrothal and endured the pressure of
ancient forms of social «discipline», like
the Charivari. In general, the sacramental
practice shows clearly the limits of the
Confessionalization in the Atlantic Spain

en África tan notable como desajustado a
las aparentes capacidades del país, y eso
fue gracias a una difícil combinación de
factores endógenos y exógenos, un éxito
que llevó a que los dirigentes lusos
confiriesen al Ultramar un papel ideológico
capital. Sin embargo, tras la Segunda
Guerra Mundial los factores externos que
habían favorecido la materialización del
Imperio desaparecen, y en este nuevo
contexto marcado por la Guerra Fría y la
ola descolonizadora, Portugal es incapaz
de contemporizar sus relaciones con las
colonias. El temor a que la pérdida de los
territorios extraeuropeos acabase también
con el Régimen, además de otros
factores, determinó la imposibilidad de
que el Gobierno aceptase revisar
sustancialmente su política inmovilista,
obligándose a sostenerla en
circunstancias internacionales y
nacionales extremadamente difíciles,
especialmente a partir de 1961. A pesar
de la evidente imposibilidad de mantener
la soberanía en Ultramar por la fuerza en
ese contexto, para buena parte de la
cúpula del Estado Novo cualquier
alternativa que pusiese en cuestión la
«unidad pluricontinental de Portugal y sus
provincias ultramarinas» era inaceptable,
al ser la piedra angular que sostenía el
mito del «caso único» del colonialismo
portugués y por consiguiente la
justificación de su continuidad, siendo
además el dogma que impedía una
discusión interior abierta y perniciosa
sobre el futuro de las colonias —
obviamente junto a la propia naturaleza
antidemocrática del Régimen. Por esa
razón, el único camino posible era el de la
guerra, complementada con algunas
reformas administrativas, económicas y
sociales que ejecutaría Adriano Moreira, y
que no pudieron ser otra cosa que una
certificación de los estrechos límites en los
que el Portugal de Salazar podía moverse.Portugal managed to build a colonial
empire in Africa which was as remarkable
as out of proportion with the country’s
limited resources. This was posible thanks
to an odd combination of internal and
external factors. This successful
combination led Portuguese rulers to
attach a great ideological meaning to the
country’s overseas possessions.
Alter WWII, however, the external factors
favouring Portuguese colonial expansion
disappear. In the new context of the Cold
War and Decolonization, Portugal seems
unable to reach a successful compromise
with her colonies. Fears arise that the loss
of overseas territories might as well finish
with the Salazar Régime. Along with other
causes, these fears made it impossible for
the Portuguese government to change its
rigid policy, which was kept despite difficult
national and international circumstances,
especially since 1961.
Notwithstanding this context, most of the
Estado Novo Establishment refused to
contemplate any other alternative which
might question «the multi-continental unity
of Portugal and her overseas provinces».
This «unity» was the foundation of the
myth of the «unique case» of Portuguese
colonialism. The dogmatic character of
such unity, together with the dictatorial
nature of the régime, prevented any open
discussion about the issue.
For all these reasons, the only way out of
this impasse was war, alongside some
administrative, economic and social
reforms. These reforms were implemented
by Adriano Moreira, but they were the
confirmation of the narrow margin of
