persona de María Cristina previo a la
reforma/creación de la Constitución de
1837. La confirmación por parte del
Congreso venía a poner de relieve la

parte, el incumplimiento del artículo 192
de la Constitución de 1812, marcaba el
camino por donde iba a ir la nueva

that the debate about the confirmation of
the Regency in the person of Maria
Cristina had, before the
creation/reformation of the 1837
Constitution. The confirmation of said
regency by the representatives in
Congress proved how much the Crown
depended on those who represented the
Nation. On the other hand, the lack of
respect and the non-appliance of the 192
article of the 1812 Constitution, showed
the way this new Constitution was going to

1823). La perspectiva comparada, le
permite al autor enfatizar las
convergencias y divergencias de ambos
tipos de regencias, vinculadas a la
definición de sus formas de gobierno.
España nunca pudo eludir la impronta
monárquica, aunque sus ejecutivos
colegiados provisionales cambiaron en el
tiempo: regencias de orden absolutista,
«de transición» y constitucionales. En
cambio, en México se adoptó y adaptó, en
primera instancia, un cierto tipo de
regencia monárquica (la etapa iturbidista);
luego se movió hacía la instauración de
una regencia de tipo republicana (1823-
1824).This study analises the process of creation
of the collective executive powers or
regencias in Spain and México (1809-
1823). Relying on a comparative
perspective, the autor emphasizes the
similarities and differences between both
countries, mainly in relation to the
definitions of their forms of govenment.
Spain was never able to overcome its
monarchy seal, though its local collective
powers changed in time: absolutist
regencias; transition regencias and
constitutional regencias. By contrast, in
Mexico it was adapted and adopted a type
of monarchy regencia (the iturbidista
period) and later, a Republican type of

debate político que se desarrolla
paralelamente al proceso de
independencia hispanoamericano. El
propósito de este ensayo, es abordar la
interpretación crítica de este problema a
partir de la lectura de la documentación
bolivariana, pero desde las perspectivas
de la gobernabilidad, por lo cual se
confronta el contexto doctrinario de las
ideas y propuestas que Bolívar hace en
Angostura, 1919, y Bolivia, 1826, con el
fenómeno sociológico de la organización
de las nuevas repúblicas y la consiguiente
conformación de los grupos de poder que
le van a dar forma al nuevo Estado
republicano. Esta dimensión
constitucional del problema se completa
con la concepción y actitud que el propio
Bolívar tuvo de su relación con el tema de
la monarquía.The topic of monarchy and republic in the
bolivarian thought are part of the political
debate that develops in parallel to the
process of the hispanic(-american)
independence. The purpose of this essay
is to get into the critical interpretation of
this problem from the reading of the
bolivarian documentation, but from the
perspective of governability, therefore
confronting the doctrinary context of the
ideas and proposals issued by Bolivar in
Angostura, 1919, and Bolivia, 1826, with
the sociologic phenomenon of the
organization of the new republics and the
consequent integration of the groups of
power that are going to give shape to the
new republican State. This constitutional
dimension of the problem is completed
with the conception and attitude that
Bolivar himself had about his relation with

de consolidación de un orden nacional en
la América portuguesa a partir de la
Independencia, introducida en la
perspectiva del mundo Atlántico de
profundas transformaciones en los
paradigmas políticos, teniendo como foco

nueva legitimidad monárquica
fundamentada en el constitucionalismo
moderno. Se defiende, por un lado, que la
recreación de la monarquía en el Brasil
conseguiría dar forma a un régimen que
tanto se adecuaba a las continuidades /
rupturas sociales como también invertiría
en una fuerte imagen de estabilidad y
orden interna; y por otro, que es
imprescindible que se entienda la
experiencia brasileña no como una
oposición, sino en sintonía con las
dificultades vividas en el resto de América

consolidation of a national order in
Portuguese America since the
Independency embedded in an atlantic
perspective of deep changes in politics. It
focuses the build of a new monarchical
legitimacy according to the modern
constitutionalism. It points out, by one
hand, that the reinvention of the monarchy
in Brazil could sustain a regime well
shaped to the politics changes and based
in a strong image of stability and order; by
other hand, that the brazilian political
experience cannot be well understood in
opposition but in relationship with what
was happening in the whole America in
terms of the construction of new

independencia y en 1825, cuando se
elaboraron los símbolos patrios que
marcaron el distanciamiento de los signos

vez, se apropio del aparato
propagandístico real, incluyendo la
exploración de las ceremonias públicas y
etiquetas coloniales. Los fetiches
utilizados por nueva república como los
escudos, banderas nacionales, los textos
de los Códigos de Santa Cruz y de la
nueva Constitución republicanos fueron
sacralizados, venerados y rodeados de
toda la pompa que enaltecía y exaltaba su

created in Bolivia along and after the war
of independence, and in 1825, when the
original symbols that marked the
distancing of signs and forms of the
Spanish monarchy were created. At the

apparatus, including the exploration of

Republic such as shields, national flags,

aunando el urbanismo cortesano de
los Reales Sitios con otras
experiencias de creación de

where Fernando Vil founded a village
of new creation, represents an
exceptional and anachronic fact. It
constitutes a late sample of
enlightened urbanism for a Royal
Country Estáte. This project has a
similar magnitude to the ones
undertaken by Carlos III, though in a
very different political reality.
La Isabela was concived as a new
village within a Royal Country Estáte,
which should be inhabited to function

relax retirement place for the
