The efoto research project in Hamburg is one of the five pilot projects of the eCulture-Agenda 2020, which was adopted in 2013. Under the auspices of the Ministry of Culture of the City of Hamburg and in cooperation with the Hamburg Media School the aim of efoto is to strengthen the position of photography as a medium of cultural heritage.

efoto differs from other projects in this area due to its theoretic framework, which is based on Niklas Luhmann’s understanding of culture. A second characteristic is its pragmatic approach: efoto reacts to the need of citizens and institutions, referred to our project as ‘cultural agents’, who construct their identity through ‘small stories’. Finally, efoto is based on a conceptual critique: the efoto project reflects on how to implement a digital humanities ‘State of the Art’ approach in co-operation with institutions of public and private services like museums and archives. Which technology, infrastructure and conceptual preconditions are required to allow access to an overwhelming amount of historic and contemporary photographs?

In trying to respond to this question, efoto has two major components. On the one hand a scientific embedding and reflection that is based on the cultural philosophy of Niklas Luhmann; on the other hand a user-oriented implementations concept.
